OUR PURPOSEOur Mission
The mission of the T.E.R.O Program is to assist the Omaha Tribe of Nebraska in developing effective Indian Preference Laws and T.E.R.O Programs and to ensure that the Native People receive their basic entitlement to employment opportunities on and near the Omaha Tribe reservation
Our Services
The Omaha Tribe’s TERO (Tribal Employment Rights Office) ensures Native Americans receive their fair share of jobs, training, and contracts on or near the reservation by enforcing tribal employment preference laws for employers, providing workforce development, certifying Native-owned businesses, offering job placement, and monitoring compliance to strengthen the tribal economy.
Key Services & Functions:
Enforcement of Indian Preference: Ensures employers on the reservation prioritize qualified Omaha tribal members and other Native Americans for employment, training, contracting, and business opportunities.
Job & Training Opportunities: Creates and facilitates access to employment and vocational training for tribal members.
Business Development: Certifies Native-owned businesses and maintains a registry of skilled workers and subcontractors.
Compliance Monitoring: Oversees adherence to the TERO ordinance by companies operating within tribal lands.
Economic Empowerment: Works to combat unemployment and underemployment by creating economic pathways for Native people.
Support Services: May assist with tools, clothing, and transportation for training/employment activities, plus tutoring for educational pursuits.
How it Works:
Tribal Law: The TERO office enforces specific Tribal Employment Rights Ordinances (TERO).
Employer Requirements: Companies doing business on or near the reservation must comply with these preference laws.
Fees: A percentage fee on certain contracts often funds TERO’s training and development programs.
In essence, the Omaha TERO office acts as an advocate and regulator, ensuring the tribe’s economic and employment rights are upheld.

Skills Bank Pool
TERO maintains a skills bank “hiring pool” to refer Tribal members and other American Indians for available work within its jurisdiction. It also provides clients with skills assessments and conducts career counseling.
In addition, the program coordinates with other Tribal departments, as well as organizations outside of the Tribe, to identify resources that can be applied to provide clients with a variety of career preparation and career advancement training opportunities.
Commission
The TERO Commission is comprised of three appointed commissioners who serve to carry out the provisions of the Ordinance. The Commission conducts public hearings on matters covered in the Ordinance.
