Omaha Tribe of Nebraska

Dear Relatives,

The Omaha Tribe Enrollment Staff hosted the quarterly enrollment training at the Sioux City Museum. All of the Nebraska Tribes were in attendance with Enrollment Directors, Committee members and staff present. The training is designed for open discussion and all enrollment topics are welcomed.

May 18, 2026 — Omaha Tribe Enrollment Chairman Samuel J. Grant said the prayer for the day of training. The agenda for the day started with the update for the Omaha Tribe new lineal enrollment.

With the five Tribes present, two were lineal and the other three used blood quantum as a requirement.

  • Omaha Tribe and Ponca Tribe of Nebraska — Lineal, no blood quantum required
  • Winnebago Tribe — 1/8 Winnebago, 1/8 other Federally Recognized Tribe
  • Santee Sioux Nation — 1/8 Santee Sioux and 1/8 other Siouan Tribe
  • Standing Rock Sioux Tribe — 1/4 (25%) Standing Rock Sioux

Blood quantum requirements were discussed, including the pros and cons, and the discussion of lineal vs. blood quantum.

May 19, 2026 — Opening prayer from Dan Red Owl from the Santee Sioux Nation.

The day began with an open discussion regarding ID cards. The Omaha Tribe has begun the process of an Enhanced Tribal ID card. The card will have the REAL ID yellow star and a barcode to assist membership with valid identification.

As an ice breaker, the participants had to design their own name card. Each person had the opportunity to go around and look at the place cards and introduce themselves.

The roundtable was founded to have Enrollment Offices and staff come together to discuss current topics.

The two-day training opened the floor for questions and concerns with Tribal enrollment. The discussions are very open and each Tribe has the option to weigh in on the topic.

With all Tribal Directors, staff and Committee members, it gives a wide variety of views for each topic. Some of the topics that were discussed included:

  • Update on Omaha Tribe lineal requirements
  • Blood quantum (pros and cons)
  • Lineal descent vs. blood quantum
  • How each Enrollment Office assists Tribal Programs
  • ID cards: Enhanced ID cards, the benefits and concerns

  • Omaha: 7,491
  • Santee Sioux Nation: 2,811
  • Winnebago Tribe of Nebraska: 5,829
  • Ponca Tribe of Nebraska: 5,998
  • Standing Rock Sioux Tribe: 16,629

To end the roundtable, bingo games were hosted. The prizes were donated by the Carl T. Curtis Program, Omaha Tribe Realty, and the TERO Program. A deli was provided and helped conclude the two-day training.
