Commission Biography

Amanda Hallowell, RN has over 15 years of experience in the healthcare field. She began her career as a Certified Nursing Assistant (CNA), progressed to Licensed Practical Nurse (LPN), and is now a Registered Nurse (RN). In July, Amanda will graduate with her Bachelor of Science in Nursing (BSN) and plans to continue her education to achieve her career goal of becoming a Nurse Practitioner.

Throughout her extensive healthcare career, Amanda has worked closely with patients who utilize cannabis for medicinal purposes, allowing her to firsthand observe the therapeutic benefits of medical cannabis in patient care. This experience has strengthened her commitment to providing evidence-based education and compassionate, patient-centered care.

Outside of work, Amanda enjoys spending time outdoors, traveling with her family, and making meaningful memories with her children. She also has a strong interest in exploring thought-provoking topics and diverse perspectives through independent research and learning.

Jayzon Hundley is from Macy, Nebraska and is an enrolled member of the Omaha Tribe. He obtained his bachelor’s degree in business administration from Haskell Indian Nations University in 2024. He has been employed with the Omaha Tribe finance department as a Grant Accountant since August 2024. He joined the Omaha Tribe Cannabis Commission to be a part of a new industry in Nebraska and bring his experience and knowledge to help it flourish. He hopes to see the Omaha Tribe as one of the main hubs of medical cannabis in Nebraska, as well as a financial pillar for the tribe to help us create more opportunities within the community.

Allison Stockman, MPH, CCCE, is an accomplished compliance and regulatory affairs professional with over a decade of experience leading licensing, compliance, and operational integration for vertically integrated cannabis businesses across multiple states. She has held senior leadership roles with 710 Labs and Unrivaled Brands where she designed and implemented comprehensive GMP and multi-state compliance programs spanning cultivation, manufacturing, distribution, and retail operations.

Allison holds a Master of Public Health from Yale University and is a Certified Cannabis Compliance Expert through the Association of Certified Cannabis Compliance Experts (ACCCE). Her expertise extends to regulatory and public health research, land use and CEQA review, risk assessment, and technical documentation.

Outside of work, Allison enjoys dirt-biking, canoeing, swimming in the ocean, and travelling to new places.

John D. Cartier is a veteran attorney with a distinguished background in civil litigation, government relations, election law, and public policy. Known for his strategic insight and steadfast dedication to justice, John has built a career grounded in civic engagement and public service. He now brings his broad legal expertise to his new role as Attorney General for the Umóⁿhoⁿ Tribe of Nebraska.

A graduate of the University of Nebraska–Lincoln College of Law, John began his legal journey as Director of Voting Rights at Civic Nebraska, where he led the state’s largest election protection program. Over five years, he designed and implemented legal and policy initiatives to promote fair, accessible elections throughout Nebraska.

Among his most notable achievements during this period was founding and directing Nebraska Counts, the state’s sole Complete Count Committee for the 2020 Census. John mobilized a statewide coalition of nonprofits, civic leaders, and community organizations to ensure an accurate count, efforts that helped secure billions in federal funding critical to Nebraska’s infrastructure, education, healthcare, and public safety for the coming decade.

John later served as General Counsel for the For Our Future Action Fund, leading its national legal department. In this role, he oversaw complex regulatory compliance across multiple battleground states, supporting pro-labor candidates and progressive policy efforts during key election cycles.

He went on to establish Cartier Law, LLC, in Lincoln, Nebraska, specializing in civil rights litigation, employment law, and nonprofit compliance. As principal attorney, he represented individuals and mission-driven organizations with professionalism, advocacy, and integrity. In 2024, John joined Omnus Law as a partner, expanding his practice to include high-impact civil and corporate legal work nationwide.

Now serving as Attorney General for the Umóⁿhoⁿ Tribe of Nebraska, John brings with him a profound respect for tribal sovereignty and a deep commitment to justice, transparency, and community. He is honored to support the Tribal Council and advocate for the legal and cultural rights of the Umóⁿhoⁿ Nation.

Wehnona Stabler, the fifth member of the Umonhon Tribes Cannabis Commission resides in Walthill, Nebraska.  Wehnona is an elder and enrolled member of the Tribe and is retired from 31 years of Tribal and Federal Health Service.  She has a Bachelors degree in Social Work, a Masters in Public Health Administration and has also completed an Injury Prevention Fellowship with Indian Health Service.

Art Isagholian is a seasoned cannabis industry professional with more than 25 years of experience spanning cultivation, retail, manufacturing, distribution, and brand development. Known for his deep industry relationships and hands-on market expertise, Art has played a key role in helping scale some of the most recognized companies, products, and cultivation brands in the cannabis sector.

His background includes leadership roles in hydroponics retail, horticultural lighting, environmental controls, and commercial cultivation solutions. As the founder of Craft Cartel, Art has also built brands at the intersection of cannabis culture and consumer lifestyle.

Throughout his career, he has helped introduce innovative technologies and high-growth brands to the market while supporting both large-scale operators and craft growers. With experience across sales, business development, and go-to-market strategy, Art brings a unique understanding of how cultivation businesses grow and evolve.

Today, Art continues to support the industry through his role in business development at Fluence.
